This was recorded in St. Petersburg and recently broadcast on TV. I guess because nobody got killed it was all fun and games for him, but I bet the cops wouldn't have been so accommodating to him if people were laying about all smashed up to bits or whatnot. The guy, apparently, wasn't drunk, but obviously was high.
